Eight school finance plans loom large in Kansas session
Lawmakers debated eight school finance plans as the session wrapped, with the House advancing four workable options and the Senate balking on both their own and House bills. The measures included plans to fund public education via tax shifts, reserves, and state employee pay raise funding, while other votes covered tuition for children of illegal immigrants, taxed streams, concealed carry, and transportation funding.

Court to hear arguments in schools case Aug 30
Topeka legislators and budget officials discussed a 450 million IOU to cover next year s bills. The so called certificate of indebtedness borrows from idle state accounts to fund the main checking account, a routine accounting move to prevent bounced checks. Derl Treff called it borrowing from yourself as he oversees state funds. The state has about 1.3 billion across up to a thousand accounts and is expected to earn about 1.1 percent on that amount this year.
