Franklin County ranks ninth in Kansas for population growth from 1997 to 1998 with an estimated 24 768 residents, up 541 or 2 2 percent. Growth signals a strong local economy and jobs, though housing remains tight. Ottawa planners must prepare for new development and zoning, while county officials weigh annexation and codes to manage steady growth. John D. Montgomery for The Ottawa Herald.

He cites historical references and urges stronger protections.
