Court limits political patronage in government hiring
The Supreme Court, in a 5-4 ruling, held government employers cannot base hiring transfer or promotion decisions on party affiliation in most cases. Partisanship may be considered only when political affiliation is essential for the job, such as a high level policy adviser. The decision reinstates a suit by Illinois residents against Gov James Thompson and Republican leaders.
