Vance Sets Angola Policy Amid Cold War Shifts
Secretary of State Cyrus Vance outlined a shift toward more normal relations with Angola’s Marxist government while pursuing two goals: reconciliing tensions with Zaire and securing a peaceful settlement in Namibia. The administration does not seek full diplomatic ties but notes exchanges with Luanda and recent high level visits. US estimates place Cuban troops in Angola at about 20,000 supporting the government.
