The Kansas Legislature's interim Malpractice Insurance committee began a study on rising medical malpractice rates. The panel aims to propose changes to state laws for 1986 to curb high rates without harming legitimate damages, with debates over liability limits and meritless suits. The committee meets July 1-2, and a citizens' panel appointed by Insurance Commissioner Fletcher Bell has been reviewing the issue.
