In a 2 to 1 vote, the Ottawa City Commission allowed Ottawa Steel Products to establish an engineering department in a single family dwelling on East Wilson Street. The decision overrode the mayor and followed weeks of debate, legal opinions, and appeals by owner Stella Cotter. Allies Fire Charges In Peace Talks
PARIS AP The United States and South Vietnam accused the other side of undermining the Vietnam peace talks by demanding the ouster of the Saigon government and by seeking to achieve aims by force and terror. Ambassador Walsh called North Vietnam inflexible and rigid and said progress is blocked. Pham Dang Lam urged good faith and balked at a one sided withdrawal. Walsh pressed for mutual withdrawal of all outside troops, rejecting a forced coalition outcome. This was the first session since the provisional revolutionary government took the Front seat last Thursday.
