Iran reveals draft Islamic constitution to guide future regime
Tehran AP Ayatollah Khomeini's government unveiled a draft constitution stating all political social and economic affairs will be based on Islam. A public discussion period precedes a 75 member elected assembly to amend and approve, then a referendum. The draft keeps a Council of Guardians to veto parliament laws conflicting with Islamic precepts and allows parties and minority religious representation while banning bases and foreign experts without parliament approval.
