Hat That Made the Man Lamar Phillips and Ottawa Flood Control
Lamar Phillips led Ottawa flood control efforts that culminated in the Pomona Reservoir and future Melvern project. The Marais des Cygnes Osage valley work included years of Washington testimony, a 14 million dollar Pomona project, and a plan to protect Ottawa from major floods. Phillips, city editor of the Ottawa Herald, earned a Army Corps commendation and ended his career with overdue recognition as flood defenses advanced.
