State power co ops at odds over SPA allocation
An attorney for Kaw Valley Rural Electric Cooperative Co. and Nemaha Marshall Electric Cooperative argues KEPCo is shifting 90 megawatts of Southwestern Power Administration hydro power away from 10 nonmember co-ops to KEPCo. He contends SPA allocated the excess power in 1976 to KEPCo for all 36 co-ops, and the 1979 contract change aims to confine transmission through KEPCo. The hearing, about KEPCo securing a 17 percent stake in Wolf Creek, continues into July.
