Public Utility Rates May Rise For Late Bills
Kansas utilities may be forced to impose stiffer late payment penalties after a Supreme Court ruling allowed two penalties one for late payment and a second for collection costs. The Kansas Corporation Commission reviews a uniform policy to apply next year across all utilities, with hearings planned for the fall. Public ministers and residents voiced concern over high penalties, while utilities argue charges reflect collection costs and credit extension.

Charges For Confinement Wrong Lawyer Says
Greg Shaddy’s lawyers argue in Sedgwick County Probate Court that charging $31,500 for his two years in Topeka and Larned state hospitals is unconstitutional. Shaddy, 21, was released March 27 after being found not guilty by reason of insanity in the 1977 slaying of his parents, Vernon and Barbara Shaddy. The state then terminated him by Social and Rehabilitation Services after his confinement.
