A legislative study panel heard that the Kansas State Board of Education could face lawsuits when precertification tests for teachers begin after May 1 1986. The panel learned the board studied the National Teacher Examination Core Battery, reviewed 419 comments, and plans eight test sites with a $46 fee, while evaluating legality and impact on minorities. Separately the New York stock market retreated from highs as rates rose, with the Dow down at noon and GM rising on Hughes Aircraft deal news.
