The Transportation Department fines Vermont 1.9 million dollars and Arizona 5.1 million for failing to enforce a 55 mile per hour national speed limit. Critics say speed checks unfairly target interstate routes and nonresidents. supporters push a two tier plan with 65 on interstates and 55 on other roads.
