City Suffers 21 Hour Power Outage In Heat Event
An explosion at a substation on East Second Street and a malfunction at Ottawa’s electric plant left residents without power for about 21 hours. The outage began before 2 p.m. and the last customer was restored near 4:40 p.m. The city’s interconnect with KCPL was damaged when a CT meter device failed, possibly due to heat and a lightning impact. KCPL said demand hit historic levels for the day as temperatures rose to the mid 90s.

Fed Boss Warns Recession Risk From Trade Gap
The Commerce Department reported June goods deficit near May's level, totaling 14.2 billion more imports than exports. For the first half of 1986 the deficit hit 83.9 billion. Volcker warned a worsening deficit could trigger a recession if not corrected. Wage data show nonunion raises outpacing union gains, narrowing the wage gap though union workers still earned more overall.
