Kansas Prison Capacity Sparks Panel Clash In Topeka
Secretary of Corrections Michael Barbara denounced a draft audit finding that places Kansas prison absolute capacity at 6,348, about 1,375 more than the department’s safe maximum. Auditor Allan Foster said the figure ignores sanitation and security limits. Barbara warned the number could invite federal intervention and trigger unrest. The audit notes Kansas prisons are about 140 inmates above the stated maximum.
