The smallest September draft call in months, 4,800 men, will extend to lottery numbers 75 and below. Acting director Pepitone said sufficient manpower exists at 75 and under, including 1A and 100 classifications whose deferments end or who lost postponements in September.
In Paris the United States and North Vietnam remained split on a cease-fire and political settlement as Kissinger and North Vietnamese leaders held secret talks with no progress evident.
