Ottawa city officials urged a sales tax hike over the next two years to avoid severe budget cuts. City Manager Padgett warned that without changes, reserves could be exhausted by 2005 and annual cuts of up to 10 percent would continue. A one-tenth of a cent sales tax increase could raise about $200,000, offsetting losses and reducing pressure on property taxes.
