State liability looms in pension tax case
Kansas lawmakers hear that the state could owe veterans more than 80 million dollars in refunds if the pension tax suit against the state is decided against it. Chief counsel Mark Burghart cited an 8 million annual growth in liability and noted prior courts sometimes ordered refunds. Senator Begina warned of potential heavy financial impact and urged close monitoring of the case. Two veteran groups in Leavenworth and Topeka sued after a 1989 U.S. Supreme Court ruling requiring parity in taxing state, federal civilian, and military pensions.
