Wells estimates 31,000 to 46,000 annual non smoker deaths from sidestream smoke, while the Tobacco Institute cites a British study suggesting any risk is minimal. The debate echoes a 1960s dispute and may spur public smoking bans as lawmakers weigh evidence and biases.
