Ex-detective urges youth intervention officers for Ottawa gangs
Former Ottawa detective Tony De La Torre recommends one or two officers be trained in gangs and spend time with teens to prevent violence. The proposal follows a Forest Park fight in which an 18-year-old was injured and a 17-year-old struck by a bat. Police Chief Jeff Herrman notes current training and DARE assignments, while stressing visibility and public relations amid concerns of racial bias.
