Soviet Specialists in Somalia Stir U S Intelligence

U S intelligence reports say about 3 000 Soviet specialists manning a growing Russian military complex near Berbera in Somalia. A Soviet admiral is reportedly on shore with operations expanding from Berbera to a new underground complex and fuel storage, with a new airfield near Berbera and a communications station north of Mogadishu. The Russians reportedly control about 10 to 15 ships in the Indian Ocean, with grain shipments tied to Canada and the United States. Presidency officials acknowledge the reports while seeking confirmation amid drought and crop forecasts.
