Shultz Presses Assad as Syria Rejects Pullout Pact
Secretary of State Shultz reports Syria’s final rejection of the Israeli-Lebanese troop withdrawal agreement after over five hours of talks with President Assad in Damascus. He says no immediate mutual withdrawal prospects exist while Syria stresses Lebanon’s unity and sovereignty. Earlier, Shultz met Syrian Foreign Minister Khaddam.

Washington AP President Higgin's plan to impose tariffs and import quotas on specialty steel drew swift reactions. Bill Brock warned no one would be fully satisfied while the United Steelworkers called the program inadequate. The policy, effective in 14 days, imposes 8 to 10 percent tariffs on stainless steel products, with a four year drop to 4 percent and global tonnage quotas for bar, rod and alloy tool steels. Brock, tasked with securing orderly markets, supported the measure over rival proposals. Industry spokesmen warned tariffs may be offset by foreign subsidies and urged re examination of investment plans.
