New Civil Rights Tool Envisioned in District of Columbia
Federal education and civil rights officials study a District of Columbia court ruling that may serve as a strong precedent against school segregation by race and income. Judge J Shelly Wright ordered desegregation moves in Washington including busing and faculty integration, defining segregation by housing as well as race and challenging tracking based on aptitude tests. Though limited to D C, the decision is seen as a potential lever for Northern cities, with supporters calling it monumental and trailblazing.
