Kansans debate KCC control of municipal utilities
The Senate Transportation and Utilities Committee heard opposition to a bill extending Kansas Corporation Commission jurisdiction to 165 municipally owned gas and electric utilities over energy conservation and consumer affairs. A second bill would require the ECC to maintain a statewide capacity forecast for electrical generating plants to aid in determining need for new plants. Local rates would stay with municipalities. The session also covered political maneuvers over regent appointments as Smith and Hiersteiner faced confirmation votes, with Senate action due next.
