Carlin unveils cautious Kansas budget for 1980
Gov. John Carlin proposed Kansas's first $1 billion general fund budget with total expenditures of $2.24 billion for fiscal 1980. The plan trims new programs, boosts road funding by 20 million, and uses 30.8 million from the general fund balance to aid schools, leaving a $121.37 million balance. He also outlined energy and utility regulation changes, including an advisory consumer council and curbs to automatic fuel adjustments.
