Weather fuels rapid House action on circuit breaker plan
In Topeka the Kansas Legislature met briefly to speed bill introductions before a weather shutdown. A commercial circuit breaker proposal would grant up to 50 percent tax relief on property taxes rising 100 percent or more, capped at 15 000 dollars, funded by a one time inventory excise tax with initial 250 000 exemption. The plan also taxes mail order and cable sales while shielding farm and car trades. A Senate Judiciary panel added a bill to charge juveniles as young as 14 as adults for serious violent offenses.
