Former Ottawa fire chief Diamond, who led the fire department before the 1976 public safety merger, argues the cross trained DPS model failed. He urges restoring separate fire and police agencies, citing morale, response times, and practical role separation as reasons to revert.

City split on return to separate police and fire departments
Ottawa city commissioners debate restoring separate DPS units with retired fire chief G A Junior Diamond among advocates. Proponents Gillette Calliham favor keeping combined duties for efficiency and manpower. Heathman Fogle push for distinct police and fire chiefs, noting costs and advancement issues. Swing vote Lantis hesitates, citing two bureaucratic levels as downside. Mayor Fogle plans study session and proposal.
