Students Confused Loan Applications Drop In 1982
Washington AP A Education Department official said confusion over eligibility reduced takeup of Guaranteed Student Loans in fiscal 1982. The program fell 22 percent to 2.7 million recipients receiving 6.1 billion dollars, from 3.5 million and 7.8 billion in 1981. Bauer noted that some students thought they were ineligible and that a proposal to require need would be tied to income. He added that more factors such as family size and medical expenses could prove need, and urged students to work with financial aid officers. He could not reveal 1984 budget details. Bauer stressed parental first responsibility, then the student, with local and federal help coming third. Under GSL, banks offer loans at below-market rates backed by government subsidies.
