School districts across Kansas battle shrinking enrollments and funding. Some consider consolidation or other merger remedies.
In two towns, students will move to Erie High School in fall 2005 after voters rejected a new high school. Comanche County USD 300 merged Protection and Coldwater, preserving history while creating a new identity for students. USD 380 near Manhattan uses distance learning and shared staffing to keep two high schools viable. Other districts pursue cooperation with neighbors rather than full consolidation, amid state aid considerations and varied enrollment declines.
Ottawa USD 290 reports about 700000 ahead on bond sales after Merrill Lynch bid 4.23 percent on 25.9 million bonds. Funds finance districtwide improvements including a new northside elementary school Garfield remodeling Ottawa High School band room and future land purchases. Bands purchase due later this month to be repaid over 20 years. School board member Jeanette Lowry to run for re election. Marge Stevens undecided.
In Topeka lawmakers decry Gov. Kathleen Sebelius's silence on meeting a Kansas Supreme Court deadline to fund schools adequately. The governor urged a multiyear plan in her State of the State but offered no specifics, leaving legislators to craft solutions with bipartisan support while awaiting court guidance.
Sebelius proposes health care for 100000 Kansans funded chiefly by a 50 cent cigarette tax increase. She says no Supreme Court ruling compels action, but urgency remains. Senate President Morris counters that any tax rise requires careful scrutiny of current spending.
