Fisher, a Wichita State University urban affairs professor, vie as the field tightens ahead of the 1985 Legislature. Fisher has state finance experience. Multibank Legislation Prompts Kansas Banking Debate

In Kansas the multibank holding company proposal divides lawmakers and bankers. Proponents argue the change modernizes banking and aids rural lenders by enabling acquisitions and quicker reopenings after failures.

Health Insurer Seeks Rate Cut to Benefit Subscribers

Health insurer Johnston outlines a plan filed with the Kansas Department of Insurance to cut rates for groups under 25 and for non group and Farm Bureau subscribers, with April 1 effective date and over 7 million in savings to about 125000 subscribers this year. Merit-rated groups may get about 15 million in refunds or reserves. Medicare Plan 65 unaffected. Authorities credit lower hospital and doctor charges and the Competitive Allowance Program for savings, with hospitals and doctors also contributing. Kansas sees a larger drop in hospital use than the national trend, 5 to 8 percent above other states. Bell expects quick approval, aiming for a decision by next week.
