Ottawa man arraignment delayed in marijuana case
John Boyd, attorney for Terry Lynn Rugg, asked to continue the arraignment of Rugg in Franklin County District Court to 4 p.m. on April 17. Judge Douglas Witteman agreed after Boyd said a plea advisory was received Friday and not yet reviewed with Rugg. Rugg, a retired science teacher facing multiple cancer diagnoses, is charged with cultivation and possession with intent to distribute marijuana and drug paraphernalia. The charges are felonies dating from his arrest on October 29, 2015.
