Bush welfare plan expands education and marriage incentives
President Bush outlined a welfare package aiming to steer recipients into education and training, raise work participation to 70 percent by 2007, and boost required work hours to 40 per week while allowing 16 hours in education. The plan also proposes up to 300 million dollars to promote marriage, premarital counseling, and incentives to move families toward work, with preserved child care funding and a five year bar on noncitizens, but five year relief for legal immigrants for food stamps.
