Lawmakers push irrigation flexibility in Kansas bill

Kansas representative Don Dahl seeks to let irrigators change water use sites and diversion points without state approval to ease farm stress. Water official David Pope warns the measure could create conflicts among neighbors and undermine rights protection, eliminating review provisions and risking interference with others. Judge blocks Miami Tribe casino plan in Kansas

A federal judge blocked the Miami Tribe of Oklahoma from building a casino on land the tribe abandoned over 120 years ago near La Cygne Lake, about 45 miles southwest of Kansas City. The ruling found Interior Department plans to approve construction and licensing arbitrary and frivolous, delaying action until land status is resolved. The tribe had earlier won rulings deeming the site eligible for gaming under the 1988 Indian Gaming Regulatory Act.
