Gail Elias of Voorhis & Association outlined a plan to unclog Franklin County jails and courts by diverting offenders with addictions and probation violations to a day reporting center. The center would offer drug treatment, mental health programs, and electronic monitoring via GPS, with Community corrections officers supervising compliance and therapy. Funding discussions with the commission and potential state and federal grants could support implementation and reduce costs.
