Kansas House advances tobacco funded plan to boost school funding
A House committee released a framework proposing a one year $65 million increase in K-12 funding to meet the Kansas Supreme Court deadline. It would raise base state aid per pupil to $4,107 from $3,863, funded by $45 million in existing revenues and $20 million from tobacco settlement funds. The plan preserves district funding levels while adjusting allocations for districts by size and supports bilingual and special education, and at risk programs. Governor Sebelius welcomed active plans but warned revenue sources must be stable.
