It states the act does not authorize the Kansas labor commissioner to call elections for municipal employee bargaining units. The Kansas City Board of Public Utilities sought the ruling after the International Brotherhood of Electrical Workers petitioned for an election to determine a bargaining unit for certain Kansas City public utility workers.
