Residency rules spark mixed views in Kansas hearings
Kansas officials defend residency restrictions for sexually violent predators while data shows victims are often family or acquaintances. A 184-person survey at Larned State Hospital finds 36 percent of victims are family and 40 percent are acquaintances. Studies in other states question links between offender location and crime. Some argue enforcement gaps persist as noncompliant offenders vanish or become homeless, while Wichita parent Melissa Alley urges legislative action, calling current oversight unacceptable.
