County bows out of old school deal
Franklin County Commission rejected any plan to rent or buy the historic middle school, stating it would not be a prudent investment. Architect Bob Marsh said developer Steve Foutch sought a major tenant to justify purchase, while the Friends group favored converting the courthouse into a judicial center and moving offices. Foutch did not attend the Ottawa Board of Education meeting as Marsh updated them there was a county setback.

Lane hires engineers to study city well
Lane shifts to upgrade water supply by hiring Kramer Engineering of Topeka to assess the city well and align with state rules at a cost of 4400 dollars. The firm will split payment on signing and after securing funding, with options including grants loans or bonds. A grant is preferred but Lane’s 2000 census data suggests only 41 percent low income, below the 51 percent threshold. The firm will conduct a door to door survey to better measure income and determine eligibility.
