South Vietnamese forces begin a fresh push into Cambodia aided by U S helicopter gunships and medical evac teams. About 10 000 Sai gon troops, including 2 500 new recruits, operate with no U S ground troops, while U S air assets back the offensive and withdrawal plan. The action follows a week of renewed combat across northern Laos and South Vietnam as Tet hostilities resume.
In Topeka AP reports Republicans in the Kansas Senate call two Docking proposals negative for growth. Sen Glee S Smith cites a sales tax on manufacturing materials and elimination of the federal income tax deduction for corporations. A cabinet form government restructuring bill and eight cabinet type departments are proposed, with a secretary heading the Department of Administration. A House bill reorganizes the Revenue Department. Sen Ted Saar proposes a new college admission standard allowing Regents to deny entry to unqualified students.
An abnormal battery reading appeared in the Apollo 14 lunar lander as astronauts Shepard and Mitchell prepared for moon ascent. Ground controllers weighed whether to wake them to test the battery, amid concerns readings could reflect faulty instrumentation or actual battery fault before the moon mission.
Hank Parkinson, lobbyist for Kansans for Kansans for Modern Alcoholic Beverage Control, told a Senate committee the group does not view the bill allowing drinks in Kansas restaurants as a subterfuge after a liquor-by-the-drink amendment failed. Parkinson led supporters of the restaurant bill before the Senate State and Local Affairs Committee as Sen. Norman Gaar plans hearings next Tuesday with expected opposition from Rev. Richard Taylor of Kansas United Drys.
A bill to license bingo games by fraternal, charitable, benevolent and religious groups was introduced in the Kansas House. The measure, backed by six representatives from Wichita, Valley Center and other areas, would require a state license with a $200 annual fee and postponed consideration of an amendment to lower the voting age to 18.
Topeka AP Kansas tied for 73rd among states in a Citizens Conference on State Legislatures assessment of legislative capability. It scored 14th in member information and 10th in accountability but lagged in functionality independence from executive power and lobbyists and in representativeness. The report urged fewer committees and uniform rules for committee jurisdiction.
Ottawa University reports applications for fall 1971 are 34 percent higher than last year. President Peter H. Armacost credits the surge to a new education program begun last September emphasizing student participation. The 17-7-4-7-7 calendar and cross-cultural study plans draw interest.
Secretary General U Thant urged extending the six month old cease-fire as UN mediated talks show signs of progress. Cairo withheld official reaction awaiting President Sadat's National Assembly speech. A spokesman said there was nothing new on talks but Egypt demands real progress before agreeing to an extension.
