Hayden education plan would lift property taxes statewide
Gov. Hayden's 1990-91 school finance proposal would raise property taxes by about 39.7 million statewide if all districts maxed budgets. It seeks a 23.8 million general fund increase to districts but only 2 million in general aid, with 18.5 million coming from income tax revenue shared with districts. The plan allows districts above median per pupil spending to raise budgets by 1 percent and those below median by 2 percent, while ending extra aid granted after last year’s reappraisal and classification adjustments. State support would stay around 45 percent of total costs, with the rest from property taxes.
