Major Increase In School Financing Proposed
Topeka Kansas lawmakers heard a plan to overhaul the school finance formula, shifting from heavy property taxes to sales and income taxes to fund about two thirds of public education. Every district would receive at least 400 per pupil in state aid, with per pupil spending limits varying by district size. The ad hoc committee urged a balanced tax mix and property tax relief, proposing a uniform 15 million property tax levy, 1.5 percent district income tax, and a 1.0 percent increase in sales and use taxes, plus a 1.5 percent tax on corporations. The plan would have increased state aid in every district for the 1983-84 year.
