Citizen Corps builds volunteer network after 9 11
After the January 2002 ice storm in Ottawa residents helped each other and volunteers offered aid. President Bush proposed a nationwide Citizen Corps to mobilize volunteers for disasters and terrorism with a Medical Reserve Corps and Volunteers in Police Service. As of mid December over 54 000 people had joined nationwide. Congress has funded only about 25 million of the proposed 230 million, with Kansas receiving around 275 000. The article urges Congress to boost funding so volunteers can be trained and deployed effectively.
