State School Aid Fight Sways Urban Rural Kansas
Kansans debate the school finance system as urban districts in Johnson Wyandotte and Leavenworth counties sue for a fair share while rural districts in western counties plan separate suits. Analysts cite wealth tests, taxable income, and land values while noting wide aid disparities between districts like Galena and Shawnee Mission. The legislature faces renewal of the equalization law as costs to fund K-12 rise.

Bill Drafting Clinches Overtime Ahead of 1977 Kansas Session
Kansas bill drafters prepare to file more than 1,000 proposed laws for the 1977 session as lawmakers trickle into the Statehouse. Arden Ensley, supervising in Fred Carman’s absence, notes most bills start as ideas or from other states, then must fit the Kansas constitution. Pre-filed measures include transportation bills from Sen. John Crofoot and a 3 percent cap on interest for overdue utilities from Sen. Billy McCray, with 1,300 to 1,500 total bills expected.
