Withdrawal Talks Progress Slowly
TEL AVIV ISRAEL The chief of staff said no agreement for the withdrawal of Israeli and Egyptian forces along the Suez Canal will be reached before mid January or early February. The timing may hinge on Dec 31 elections and Golda Meirs cabinet composition, affecting concessions.

Holiday Purchases At Record Pace
New York reports show American consumers spent hundreds of millions on holiday gifts amid high prices and winter weather. Retailers nationwide claim record holiday sales with inflation cited as a factor, and cold weather boosting demand for warm items such as sweaters, heaters, and robes. Several chains including Bloomingdale's Saks and Kresge saw strong seasonal gains, though weather hindered some regions and a potential 1974 recession loomed slightly in discussion.

Gas Rationing Plan Stands By As Oil Shortfall Grows
Federal Energy Chief William E. Simon says a stand-by gasoline rationing system is prepared if needed with three months of ration coupons printed and contact with states. The plan would start by March 1 at the earliest, cost about 1.5 billion per year, and depend on future supply and demand. Simon states the public could avoid rationing with continued cooperation while noting higher prices due to Arab oil costs. He delays certain regulations to Jan 11 and outlines broader allocation rules for crude oil and other fuels.
