The Census Bureau said 1970 would rely on mail in major cities with about 60 percent of households mailing back forms, reducing needed temporary census takers from about 200000 to 150000. Takers would still visit rural areas and follow up on unanswered forms. In tests since 1961, 65 to 91 percent mailed back.
