The 1999 Kansas Legislature recommends a new college savings program to help parents fund higher education amid tuition hikes at Kansas State University and the University of Kansas. Beginning July 2000, families may contribute up to 2000 per child annually, investing the funds in mutual funds and bonds. An 18000 investment could grow toward 70000 for college, with funds usable at various post secondary institutions. The plan aims to encourage saving and offers state and federal tax breaks.
