The 1989 FIRREA creates the Resolution Trust Corp to dispose of failed thrifts. RTC must inventory holdings and offer qualifying affordable sales first to low income buyers or public groups. FIRREA expands bank access to FHLB for community lending with subsidies and new Community Reinvestment Act challenges urging lenders to meet credit needs of low and moderate income communities.
