Windfall tax deadlock pushes delay to February
Washington AP Speaker Thomas ONeill said a windfall profits tax likely will not be ready until February as House and Senate conferees begin negotiations. They aim to retroactively apply the tax to prevent revenue losses, with House and Senate versions proposed to raise 277 billion and 178 billion respectively over a decade. The dispute centers on taxing future oil price increases versus only oil already discovered.
