Japanese Communists Lose Ground After Impressive Gains
Tokyo AP reports Japan's Communist Party fell to 17 seats in the Diet from 38 after the Dec 5 vote, dropping below the 20-seat threshold to propose legislation. Analysts credit a shifting center vote, new party competition, and legal changes, while internal scandals and arrests damaged the party's image.

Treasury Nixes Plan to Tax Fringe Benefit Discounts
Washington AP says Treasury Secretary Simon blocked a plan to tax employer fringe benefits such as clerk discounts, demonstrator car use, and airline worker fares. Estimated nationwide value of untaxed fringes runs about 100 million dollars. Protests from beneficiaries and heavy record keeping concerns weighed against the change, with revival possible by Treasury or IRS. A separate proposal to tax tuition benefits for professors’ children and spouses remains pending for a public hearing.
