No-Tax Americans Rise to Nearly 48 Million in 1998
A congressional study shows about 48 million Americans will owe no federal income tax in 1998, up from 46 million in 1997, aided by a new $400 child tax credit. Taxpayers with earnings above $40,000 still pay 96 percent of the income tax, while those earning over $100,000 shoulder 62 percent of the burden. Rep. Bill Archer notes taxes are collected from fewer people as the credit expands.
