Governor touts severance tax to Kansas school boards
Governor John Carlin addressed the KASB convention in Topeka stressing a 6 percent severance tax on oil gas and coal production to raise about 160 million in new education funding. He argued the tax would not erode local property bases and could help them grow while opposing binding arbitration in teacher negotiations. Delegates gave a polite reception and a standing welcome despite general skepticism.

Election Booze Law Clarified in Kansas Opinion
Kansas Attorney General Robert T. Stephan reversed a 1971 view noting cereal malt beverages and liquor may be sold at retail on days of school district elections not held with national, state, or local elections. He defines political area as the jurisdictional territory of the election target. He also says presidential preference voting falls outside the restricted election category. A separate opinion concerns Real Estate Commission enforcement disclosures.
